(heaping) crushed red pepper flakes<\/li>\n<li>\u00bc cup snipped fresh cilantro<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" title=\"\u200b\u200bSeptember Recipe: Black Bean Tortilla Casserole\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/mikaOZ5Jx1E?feature=oembed\"  allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<h3><b>DIRECTIONS<\/b><\/h3>\n<ol>\n<li>Preheat the oven to 400\u00b0F.<\/li>\n<li>In a large bowl, stir together the bell pepper, onion, beans, undrained tomatoes, and salsa.<\/li>\n<li>Spray a 9-inch square pan with vegetable oil spray.<\/li>\n<li>Spoon 1 cup bell pepper mixture into the pan.<\/li>\n<li>Arrange 4 tortillas in the pan, overlapping as necessary.<\/li>\n<li>Spoon half the remaining sauce over the tortillas. Top with 1\/2 cup cheese.<\/li>\n<li>Repeat.<\/li>\n<li>Lightly spray a sheet of aluminum foil with vegetable oil spray. Cover the pan with foil, lightly sprayed side down to prevent the cheese from sticking.<\/li>\n<li>Bake for 30 minutes. Remove the foil. Bake for five minutes more, or until hot and bubbly.<\/li>\n<li>Sprinkle with red pepper flakes and cilantro.
